Dr. R. Mallory Starr:  Good morning, everyone.  I am very delighted to be here to celebrate with you the opening of the 2nd conference of the Biannual International Forum on Asia-Middle East Studies.  Director Weilie Zhu, I hope you are feeling the warm hospitality, as I did two years ago in Shanghai as one of the key organizers for the 1st conference under this Biannual Forum.

I would like to thank Prof. Brannon Wheeler, Director for the Middle East and Islamic Studies Center of the U.S. Naval Academy, Dr. Peter Young, Chief of the Asian Division of the Library of Congress, and all the co-organizers and co-sponsors.  The entire conference participants and the countries, universities, and research institutions that you each represent today have already demonstrated the width and depth of the Middle East Studies and the growing influences of cross-cultural, cross-institutional, and cross-regional dialogues.  Today among the audience, in addition to scholars from universities and think tanks, are representatives from the diplomatic circle, military, business sector, NGOs, cultural organizations, as well as the news media.  I am also very pleased to celebrate this opening here with my colleague, Dr. Anchi Hoh, Co-Chair of this International Forum.

Three years ago when we first proposed to establish an international forum on Middle East studies, what we saw were countless difficulties, such as the differences in history and culture as well as the language barriers.  Two years ago when we made joint efforts in holding the first International Forum in Shanghai, we developed mutual trust.  Today we can certainly see the potential to co-build an even brighter future.  Not only that our research serves our own countries, but through scholarly exchange and mutual learning we also serve the global community.  Particularly China and the US, both are among great contemporary civilizations, both among the countries with the largest populations, both have the world’s finest military system, and both play an important role in the world’s energy consumption and coal emission.  Because of all the above-mentioned factors, our research focuses and policy advices can and should create global impacts.

Through open discussions, we believe that this conference can help enhancing our global scholarly communications and further strengthen the mutual trust and understanding between the Eastern and Western civilizations and scholarship.  This mutual trust and understanding will no doubt contribute to the peace and stability of the hot spot areas in the world.

Of course, it would be unreasonable to expect that we all uphold the same opinions on a particular subject.  Each of us has different and distinct histories, experiences, and perspectives.  It is these differences that further highlight the importance of international collaboration and communications.

This is my second time speaking at the International Forum on Asia-Middle East Studies as the President of UACA.  I would like to express my deepest gratitude for the efforts made by my colleague, Dr. Anchi Hoh and Prof. Weilie Zhu, Director for the Middle East Studies Institute at Shanghai International Studies University.  Your dedication in the past two years to the establishment of this Forum is greatly appreciated.  I look forward to continuing our collaboration.

马洛瑞•斯戴尔院长:非常感谢各位。今天能在这里和你们一起开启第二届亚洲-----中东国际高层学术论坛,令我非常高兴。朱威烈先生,我希望你在华盛顿感到备受欢迎,一如我两年前作为论坛的共同主办方出席第一届会议时在上海的感受。

我要感谢美国海军学院中东和伊斯兰研究中心主任Brannon Wheeler教授和美国国会图书馆亚洲馆馆长Peter Young博士以及论坛会议的所有承办方和协办方。今天在座的各界人士和你们所代表的国家、大学及研究机构已经体现了和中东关系研究的广度和规模,以及这种关系跨文化、跨机构、跨国界的持久影响。今天在座的除各国大学学者和智库研究人员外,还有外交界、军界、工商界、非营利组织、文化界和新闻界的代表。我也很高兴能与我的同事,本届论坛的美方执行主席安琦.郝博士(Anchi Hoh)一起参加开幕会。

三年前在我们建议建立一个东西方学术界研究中东关系的论坛时,我们看到的是许多的困难,我们之间文化的差异、语言的问题和历史的不同。而两年前当我们共同努力在上海开启了第一届论坛时,我们建立起了我们共同的信心。今天我们看到了我们之间有潜力开辟一个更加光明的前景,我们的研究不仅仅服务于我们各自的国家,我们还要通过交流和学习造福于整个世界。我们同样处在全球最大的二个文明体系之列,同在全世界人口最多的国家之列,军队规模在全世界数一数二,而且还是全球最大的两个能源消耗国和碳排放国。出于上述原因及其它多种原因,我们各自的研究重点和政策建议会对全球产生影响。

我们认为,通过我们这次论坛更开放更坦诚的讨论和交流,我们不仅能够加强我们的学术关系,促进对中东关系的深入研究,还能够进一步加强必须存在于我们两个伟大文明及其学术界之间的信任与理解,为世界热点地区带来和平与稳定。

当然,我们不可能在所有问题上持一致的学术观点和看法。我们有着不同的历史、不同的经历、不同的视野。这正是我们致力于与中国及其他亚洲合作伙伴合作的重要性所在。

我这是第二次以美国亚洲文化学院院长身份在亚洲----中东高层学术论坛上发言。我感谢我有这第二次机会对我的同事安琦博士和上海外国语大学中东研究所所长朱威烈教授表示我深深的谢意。我非常珍重你们在过去两年时间内所建立起来的交流协作和论坛建设。我们更密切地并肩工作,我不断从你们的丰富经验和智慧中获益。

Opening Remarks at the 2nd Biannual International Forum

on Asia-Middle East Studies

It is my great pleasure to welcome all of you to the conference – Transcending Borders: Asia, Middle East, and the Global Community.  We are very pleased to have this opportunity to co-host this unique conference with the U.S. Naval Academy, Shanghai International Studies University, and the U.S. Asian Cultural Academy, at this very special place.

The Library of Congress serves as a gateway to knowledge.  With collections numbering over 142 million items, representing over 470 different languages, and with over 1.6 million on-site visitors each year, the Library sustains the world’s largest and most wide-ranging collection of human knowledge and creativity for the benefit of current and future generations of lawmakers and their constituents.

The Library’s Asian collections total over 3 million items that reflect a wide spectrum of Asian culture, art, and contemporary affairs.  They represent one of the most comprehensive collections of Asian language materials in the world and include most subject fields, covering an area ranging from the South Asian subcontinent and Southeast Asia to China, Japan, and Korea.  The Library’s collections serve the goals of intercultural awareness and understanding.  But the Library is more than our comprehensive collections.  It also provides a forum for conferences, lectures, symposia, concert performances, and programs of interest to Congress and the American people.

Today’s conference is indeed unique and one of a kind.  Asian countries play an increasingly significant role in the region of Middle East and in the relationship between the U.S. and the Middle East.  In these upcoming two days, we look forward to the presentations and panel discussions by academics, diplomats, policy analysts, and subject experts from around the world to investigate the quietly developing economic, political, and cultural interaction between the countries of the Middle East and Asia.

I would like to conclude by thanking all of you, for making this conference a success.

Dr. Yoginder Sikand is currently a post-doctoral research scholar at the International Institute for the Study of Islam in the Modern World, Leiden, The Netherlands. He also edits a web-magazine, Qalandar, that is devoted to a discussion of issues related to Islam and Inter-Faith Relations in South Asia (www.islaminterfaith.org). He has taught Islamic history at the Henry Martyn Institute of Islamic Studies, Hyderabad, India, and has also worked with voluntary agencies in the areas of education and communal harmony. His extensive list of publications includes 4 books, over 30 journal articles and chapters in edited volumes, and over 250 articles in numerous South Asian periodicals and newspapers.

Transcending Borders: Asia, Middle East, and the Global Community

While the United States was deeply involved in negotiating peace between Israel and the Palestinians and fighting terrorism in Iraq and Afghanistan, countries in East Asia and Southeast Asia have been quietly developing frequent economic, political, and cultural interaction with the Middle East.  Countries such as China and Japan pay close attention to the Middle East because of their strong ties to the region. Indeed their roles in the Middle East have become so prominent that they should be acknowledged and closely observed.  The “Transcending Borders: Asia, Middle East, and the Global Community” conference, hosted by the U.S. Naval Academy’s Center for Middle East and Islamic Studies, U.S. Asian Cultural Academy, the Shanghai International Studies University, and the Library of Congress Asian Division, aims to provide a platform for western and Asian scholars to converge and exchange views on major issues concerning the Middle East and its relationship with Asia, the U.S., and the rest of the world.

The 2009 Biannual International Forum on Asia-Middle East Studies plans to invite scholars with strong interest and specializations in Asia-Middle East relations to present their papers on the following suggested subjects:
-        Energy and environment
-        Economy and trade
-        Cross-regional relations
-        Social/cultural perspectives

- This list is meant to suggest possible topics, although other topics are welcome if they establish their general relevance to the subject of the encounters between the global and local powers in the Middle East.

- Both broad theoretical studies and specific case studies are welcome.  Paper proposals (no more than 200 words) & a 1-page biography are due by 1 May 2009, and should be submitted electronically to:

- This is an interdisciplinary conference.  Participants will include academics, diplomats, military officers and other interested individuals.

- Authors of accepted proposals will be notified by 1 June 2009.  Final papers must be submitted by 15 September 2009.

- Paper presenters and participants must cover their own travel and accommodations to participate in the conference.  Registration fee is $ 95.00 and is due by 16 September 2009.

美中暨亚洲中东学术会议将在华盛顿召开

(华语国际通讯社记者邓妏荔2009年1月20日华盛顿消息)  美国亚洲文化学院(US Asian Cultural Academy) 新闻中心John Thomas 和 Christina Roosevelt 从马里兰报道,第二届中美暨亚洲中东问题学术会议将于10月16日至17日在风景怡人的美国东部海港城市安纳波利斯(Annapolis)举行。安纳波利斯是一座建于殖民时期的历史名城,也是华盛顿近郊马里兰州(Maryland)的首府。  

此次会议将马里兰州安纳波利斯城内著名的美国海军学院(U.S. Naval Academy)列为第二届中美暨亚洲中东问题学术研讨会的会址之一。此外,共同会场还有久负盛名的座落在美国首都华盛顿国会山(Capitol Hill)的国会图书馆(Library of Congress),以及在华盛顿(Washington DC)的美国亚洲文化学院(UACA)会议中心(UACA Conference Center)。

美国亚洲文化学院院长马洛瑞•斯戴尔先生(R. Mallory Starr)1月20日表示:“此次中东问题学术会议将显示出美中两个大国以及亚洲和国际社会学术界对中东问题的广泛关注,并将开启在东西方不同文化、不同社会制度和形态下学者们重要的学术和思想交流。”

据悉,第二届中美暨亚洲中东问题学术会议由美国亚洲文化学院、上海外国语大学共同主办,美国海军学院和美国国会图书馆亚洲馆负责承办。会议设立在美国海军学院主会场的是学院中东和伊斯兰研究中心。会议将安排来自中美两国以及来自亚洲、中东和世界各国大学、智库、研究机构、政府、非政府组织、军队和资深外交官发表演讲。此外,中美两国在该领域的重要学者也被邀请到会致辞。

据负责第二届中美暨亚洲中东问题学术会议的美方大会主席美国亚洲文化学院教授安琦•郝(Anchi Hoh)博士介绍,2007年11月26日至28日举世瞩目的安纳波利斯中东和平国际会议就在美国海军学院举行,美国总统布什、联合国秘书长潘基文(Ban Ki-moon)、以色列总理奥尔默特(Olmert)、巴勒斯坦权力机构主席阿巴斯(Abbas)、中国外交部长杨洁篪等全球政治和外交领袖齐聚一堂,中国在大会上提出了推动中东和平进程的五点政治主张。而此次第二届中美暨亚洲中东问题学术会议则是继2007年11月2日在上海外国语大学召开的第一届中美中东问题学术会议后首次在美国举办的专业学术会议,大会的宗旨是开展中美暨亚洲同行学者间的广泛和深入的交流合作,这种交流完全不同于政治和外交方面的谈判和协调。大会共同主办方中方主席、上海外国语大学中东研究所所长、著名中东问题专家朱威烈教授将率领中国学者代表团与会。会后还将举行一个媒体见面会。

安纳波利斯位于华盛顿以东大约50公里处,丰富悠久的历史可追溯到殖民时代,它于1694被指定为马里兰殖民区(Maryland Colony)的首府。安纳波利斯的州议会大厦曾被烧毁,后又得到重建,是美国最古老的一座一直为议会所在地的州府大楼。1783年到1784年,大陆会议(Continental Congress)在安纳波利斯的州议会大厦举行,正式批准了宣告美国独立战争(American Revolutionary War)结束的《巴黎条约》(Treaty of Paris)。安纳波利斯成为美国第一个和平时期的首都,为时虽短,但历史意义重大。

1786年,在安纳波利斯召集的一次商讨解决各州商贸纠纷的会议上,亚历山大•汉密尔顿(Alexander Hamilton)说服一些州的代表共同要求于1787年在费城(Philadelphia)召开州代表扩大会议。美国宪法就是在费城会议上起草的。安纳波利斯作为一个港口和海湾城市蓬勃发展,今天已成为一个政府机构、高科技公司和旅游设施密集的中心。虽然安纳波利斯市本身人口不多,但它是周边约有760万人的大都市区的一部分。安纳波利斯拥有很多17世纪和18世纪的房屋建筑,它自称是美国此类古建筑最多的城市。安纳波利斯还被冠以"美国航海之都"的称号。切萨皮克湾内一年四季都有大小不一、各式各样的船只,既有扬着白帆的单桅帆船,又有马达轰鸣的豪华游艇。

安纳波利斯拥有两所风格截然不同的著名高等学府。美国海军学院(U.S. Naval Academy)创建于1845年,现有4,400名注册学员,是一所为美国海军(U.S. Navy)和海军陆战队(Marine Corps)培养军官的高等院校。安纳波利斯还是圣约翰学院(St. John's College)所在地。圣约翰学院是一所文科院校,以流芳百世的文学、科学、哲学和艺术名著为教学材料。圣约翰学院虽然没有美国海军学院有名,但它的历史更为悠久,是排在哈佛大学(Harvard University)和威廉玛丽学院(College of William and Mary)之后的美国最古老的高等院校之一。

安纳波利斯及其周边地区最负胜名的是切萨皮克湾,其水域和支流的总面积约为11,600平方米。根据致力于保护和恢复切萨皮克湾独特而复杂的生态系统的公私合作项目"切萨皮克湾计划"(Chesapeake Bay Program)提供的数据,切萨皮克湾是美国最大的海湾。据有关专家介绍,在切萨皮克湾生长着3,600多种植物、鱼类和其他动物,以及29种迁徙水禽。切萨皮克湾每年出产的水产品超过2.25亿公斤,属美国最大商港之列的马里兰州巴尔的摩(Baltimore)和弗吉尼亚州(Virginia)汉普顿锚地(Hampton Roads)都坐落在这个海湾地区。
