Last week, IWM was only one touching 20sma.
Others (SPY NAZ DOW) touched 10sma only.
IWM weak, means most individual stock except highly-weighted ones not follow market.
Look at yield of bonds/notes and $US, they all turn up.
One way to go--> down. down. down.
Then buy-dip, up, up, up, , ,
