简单概括， FED要进行货币政策常态化，也就是升息，
所用工具中心大意是，FED的“反向工具”产生的油水能让各机构（商业银行，各种基金， ETC) 参与者在升息中赚钱， 同时， 老百姓拿到的是比以前高的利率。
